[Bug 40360] gnome-terminal not made aware of http_proxy preference changes made post-login

Description:
If network proxy preferences are changed after logging in, "echo
$http_proxy" returns nothing.  In order for the setting to take effect,
the user must logout and then login.  After dong so, the variable is set
appropriately.
