[Bug 40437] backport CVS code for is_mounted_read_only property

Description:
Hi Martin,

This property is used by gnome-vfs 2.14.1 to fix bug #21576 (copy from
CD being ro). Upstream discussion with patch is on
http://mail.gnome.org/archives/nautilus-list/2006-March/msg00045.html

I've backported the changes from CVS, that looks fine to me for dapper
but I prefer to have your opinion on that before uploading, patch coming
let me know what you think about it
