I use the most updated version of Dapper Beta at the moment, and I have received the "HAL failed to initialize" message on GNOME bootup as well. 
ps aux|grep dbus.*system output:
104       7177  0.0  0.1   2192   888 ?        Ss   14:18   0:00 /usr/bin/dbus-daemon --system
vvlist   16360  0.0  0.1   2884   864 pts/0    R+   17:57   0:00 grep dbus.*system
And I can confirm that "sudo /etc/init.d/dbus restart" does  not fix it. My system is an IBM T40 if that helps.
