[Bug 40966] When maximized, abiword's vertical scrollbar doesn't reach the side of the screen

Description:
Most apps properly put their vertical scrollbars all the way on the edge
of the screen when maximized, ahdering to fitt's law. As it stands, when
Abiword is maximized, there's a column of pixels that are completely
insensitive on the right edge of the screen, which is just wasteful of
that very valuable real estate.
