[Bug 40997] All gnome-panel icons missing

Description:
No panel icons for any user (even new ones). Upgraded from breezy to
dapper and all was well, but a recent dist-upgrade broke it.
Additionally using the gnome-theme-manager will give this error and
exit:

"The default theme schemas could not be found on your system.  This
means that you probably don't have metacity installed, or that your
gconf is configured incorrectly."

Metacity is definetly installed.
