Please notice that we do not really support non-UTF 8 locales. You can add custom locales with e. g.
sudo locale-gen a_JP.EUC-JP
but there is no UI for it so far. Instead, file systems should be mounted with the 'iocharset=utf8' option to convert file names to Unicode.
