Yes, it must be running (specificall, gnome-volume-manager needs to be
running) to actually automount stuff. Hal does not mount itself, it
just provides information about the hardware.

Yes, hal is just required for automatically mounting them.

There is a way, you need to disable the polling in
e. g. /etc/hal/fdi/policy/preferences.fdi, but it's not really user
friendly to do that.
