[Bug 41203] Hotkeys do not work when menu is open in gnome-panel.

Description:
Hotkeys do not respond when a menu is open in gnome-panel. Not sure if
the bug should be filed under gnome-panel instead.

Steps to reproduce:

1. Configure hotkeys
2. Open panel menu such as Applications
3. Press a hotkey
