Yes, I think that is just a way of getting the panel blocked. And independently of the CPUfreq applet, when I startup linux I still get the panel blank.

Just wondering, if it does have to do with CPUfreq applet, maybe the startup problem would be because it tries to load up the applet and fails. I will remove the applet for awhile.
