[Bug 41421] Emblem position should start down-right and then clockwise

Description:
The emblems on Tangerine Icon Theme start positioning top-right, and
then (if more emblems are added) they move clockwise. I think that the
best position for the emblems to start is down-right, as is in Gnome
theme, Human theme, and most themes.
