The bug is still there even if :

- Change gnome language to German;
- _Completely_ change contents of /usr/share/control-center-2.0/capplets/gnome-cups-manager.desktop (contents taken entirely from another .desktop in the same directory for example);
- rename the .desktop file;

The file is -rw-r--r-- 1 root root as every other one.

I just noticed /usr/share/applications/software-properties.desktop has the same behavior.
