[Bug 41725] removing gdm fails if gdm is not running

Description:
Since I'm using kubuntu, I used dpkg to remove gdm.
kdm was running, not gdm.  The removal of gdm did
not succeed, because the prerm script [*] tries to stop
gdm, but fails to do so because gdm is not running.
This is enough to abort the removal of gdm.  I worked
around this by stopping kdm, starting gdm, then
removing gdm.
