[Bug 42037] "Add to panel..." uses bad keyboard accelerators

Description:
Using latest Dapper, gnome-panel 2.14.1-0ubuntu6.

In the "Add to panel..." dialog there are two buttons using the same
keyboard accelerator. Namely "&Custom Application Launcher" and
"&Close".

When pressing ALT+C the focus cycles these buttons without actually
triggering them, so the behaviour is not undeterministic. Still the
"Custom Application Launcher" button could have its own key.

Personaly, I use ALT+C to close the dialogs and when it does not work it
confuses me.
