If it's any consolation I experience the same artifacts on my computer
during boot, and power down. It may be related somehow.

My system specs are as follows:
- 600Mhz Pentium 3
- Intel 810 Graphics
- 384Mb RAM (256 + 128)

I'd really like to find out what is causing this. It's very frustrating.
