[Bug 27855] Adding user with the administrator profile does not add them to the 'users' group

Public bug reported:

I've added users to my computer using the GNOME "Users and Groups" tool and set
them to the Administrator profile.  However, now they in the adm group and not
the users group.  For the time being, I've manually added them to the users
group, but I'm not sure if this is the intended use of this group and nothing
else seemed suitable.  Plus, when I add more users, I'll have to be sure to do
this again.

A group to categorize all the users added to the system would be nice, e.g. for
creating permissions for a folder that everyone should be able to browse.  (A
user in adm can, of course, sudo it or something, but that's hardly a good
solution.)  In such a case, a user for administrative purposes would be a member
of both, so the adm group would be a subset of the users group.  That seems
quite useful.
