[Bug 30364] Inconsistant Close Behavior

Description:
There are a couple default applications in Ubuntu that use the system
tray (notification area?). The notable ones are Gaim, Ekiga, and
Rhythmbox. When close is pressed in Gaim or Ekiga, the program is
minimized to the notificaiton area. When rhythmbox is closed (via
alt-f4 or the close button on the window handle) it terminates. There
should be a consistant behavior between gaim, ekiga, and rhythmbox.
They should either all terminate on close or they should all minimize to
notification area on close. I would think it would make sense to have
them minimize to notification area on close; as usually you are leaving
these applications open (ekiga: messaging and such.. gaim: to receive
messages or to close buddy list rhythmbox: to listen to the music you
have selected and hide the interface.)
Even better, give power users a choice through gconf and have GNOME
applications resepect that key?
