[Bug 31265] gnome-keyboard-applet can't switch to other languages when default is LAm

Description:
Problem:
When the default language of your keyboard (the one listed as the only one as gnome read it by the first time from xorg.conf) is LAm (latinamerican) the panel applet will not switch to other languages you add to the gnome-keyboard-preferences.

Steps to reproduce:
1. Configure your X.org to have "latam" as the layout in xorg.conf
2. Start GNOME for the first time
3. Add the Keyboard Indicator applet to your panel
4. Add a new layout to gnome-keyboard-preferences
5. The settings daemon will crash and you'll see for some seconds the plain GTK theme and the default icon theme
6. Try to switch groups clicking on the applet
7. Nothing happens

Steps to "fix":
1. Remove all the groups in gnome-keyboard-preferences
2. Add US English
3. Add LAm
4. Add the applet
5. Click and it will switch groups
