Thanks for your bug. Please don't set the target, maintainers decide when they plan to work on a bug and fix them according to that

Could you get a debug log of what gam_server is doing according to http://www.gnome.org/~veillard/gamin/debug.html? 

About dropping gam_server that concerns ubuntu-desktop (ie: GNOME), you may want to ask kubuntu maintainers their plan about that though
