[Bug 31484] xchat launcher doesn't work after upgrade to Dapper

Description:
I have an xchat launcher in the top panel. After upgrading from Breezy
to Dapper, that launcher no longer works.  Starting xchat from the
Apps->Internet menu does work, but I believe the launcher should
continue to work through an upgrade.
