Your issue is not a gnome-session bug but an upgrade itch. First to
change distribution you want to use "dist-upgrade" and not "upgrade".
Second ubuntu-desktop Depends on gnome-panel, you probably removed it
which leads to that kind of annoyance. I'm closing the bug. You may want
to try the new update-manager distribution upgrade mode next time, it
should make upgrades smooth
