[Bug 31816] Seeking causes dynamic range problems: loss of bass, sound quality

Description:
Found on AMD64 Breezy.

Reproduce:
Open an audio file.  (I used an MP3, but I don't think it matters)
Let it play to assure you that it sounds right.
Seek ahead, notice that it now sounds "staticky" and bass-response is lost.
Close Totem and open that file again.
This time, pause playback.
Upon resume, sound again is faulty.

I don't think this is in gstreamer, since this problem is not found in
rhythmbox.
