[Bug 32458] Panel and windows remanency on the Dekstop

Description:
It's not preventing me from doing anything but after an upgrade from Breezy to Dapper,i got remanency.
And as a good image is worth a thousand words i've taken a screenshot.
The bugs is there on every version of Dapper i've tested (on live cds)
Note that i don't think it's a hardware issue as things worked well on Breezy.
