[Bug 31484] xchat launcher doesn't work after upgrade to Dapper

I can't reproduce this.  I have added an xchat launcher to my top panel
on my desktop since Hoary, and in both Hoary -> Breezy and Breezy ->
Dapper upgrades the launcher never changed.  As for xchat-gnome, that's
a totally different launcher, and it didn't replace my existing one.
