Additional interesting information I just found:

Launching stellarium (A virtual planetarium fullscreen app that uses
hardware accelerated 3d graphics) seems to relieve the problem.

Now, launching theme settings and switching themes brings sort of a
similar condition back. (Windows leave more trails, but icons draw
better (not good), and a ghost copy of the lower panel is drawn straight
across the desktop at mid height.)
