Thanks for your bug. It works just fine on my dapper box. Could you get a backtrace using gdb?
- gnome-session-remove gnome-panel
- gdb gnome-panel
(gdb) handle SIG33 pass nostop noprint
(gdb) run
.... hang
(gdb) thread apply all bt

Better to install gnome-panel-dbg to get a debug backtrace
