This wish is also related to CJK users' IMs, and recently Korean IMs called nabi and imhangul were fixed this issue with supporting im-switch. No user setup required for native locale, if under different locales just type one line of command is enough to set them up like this "im-switch -s nabi". 
scim will have same thing in near future AFAIK. Please refer the BetterCJKSupport spec on the wiki for detail.

By the way, curious about which IM? And hope same wish will be concerned
for qtimmodule.
