[Bug 29298] Epiphany missing the python loader

Description:
The current dapper epiphany package doesn't seem to have the python
extension loader built-in to it, the pkg-config file says:

features=

whereas I would expect it to say

features=python

to indicate to extensions that the python support is there. In addition,
my python extensions fail to load
