Description:
In Dapper Current:

$ apt-cache policy totem-gstreamer
totem-gstreamer:
  Installed: 1.3.1-0ubuntu5
  Candidate: 1.3.1-0ubuntu5


Thumbnails are failing to be generated on some MPEG video files that are playable by totem-gstreamer.

There was also this:
