[Bug 51849] work offline doesn't

Public bug reported:

If I switch to offline mode (bottom left icon), shouldn't all outgoing
connections be suppressed? I (would) use this to delete spams without
downloading the images from the internet, thus shouting loud "yes my
adress is alive, send more spam please". So this function seems broken
to me, or is it something else?
