[Bug 53098] difficult to recover from Ctrl+Alt+Tab

Public bug reported:

Pressing Ctrl+Alt+Tab shifts focus to the desktop or panel. There is no
obvious way to bring the focus back to your applications using just the
keyboard. (Pressing Ctrl+Alt+Left/Right is a workaround).

This is an accessibility problem for those who do not use a mouse, which
includes many visually impaired people. They often use the change of
focus extensively to instruct the screen reader what parts of the
desktop to read out.
