[Bug 53240] Untranslated applets can not be added to panel

Public bug reported:

Steps to reproduce:
1. Select some non-English language for session at the login time.
2. After login, right click on panel and 'Add to Panel'
3. Now try to select some applet whose name is not yet translated to the session language
4. Such applet can not be selected and eventually can not be added to panel.

Note: I tested this with my language Marathi. Haven't tested with any
other languages.

         Status: Unconfirmed
