[Bug 48058] partially off-screen windows restored in the wrong place/size

Public bug reported:

I habitually have three gnome-terminal windows on virtual desktop 4 in a
specific configuration designed to make maximum use of the space
available without overlapping. The size-changing widgets on the edge of
these windows are rather wide, so I like to put the windows slightly
off-screen to reduce the amount of space wasted.

Before upgrading to dapper, these windows were correctly restored where
I put them, slightly off screen. After the upgrade, they are pushed
fully onto the desktop, so not only are the resize widgets wasting
screen space, one of the windows (which is taller than the workspace
area) has been shortened by one line to make it fit. So I have to spend
a couple of minutes adjusting their positions (which is made more
difficult by the fact that windows resist being moved offscreen or
overlapped).
