[Bug 48296] "Unable to add word to dictionary, language settings are broken"

Public bug reported:
Using Dapper final (and also RCs), If I try to add a work to the
spelling dictionary in Evolution, it reports "Unable to add word to
dictionary, language settings are broken".
My system language, according to the System->Administration->Language
support applet, is supported English, default English (New Zealand).
