[Bug 49135] menus display oddly at bottom of screen

Public bug reported:
If the menu buttons are on a panel on the bottom of the screen, they may
display pointless menu scroll buttons if loading of menu icons causes
the menu to extend beyond the screen edge.
Only happens if the icons need to be reloaded (or cached or whatever),
and moving to and back from another menu fixes it for that section
(until icons need to be loaded again).
