[Bug 49503] Hibernate button being displayed and functions on remote connections

Public bug reported:

Binary package hint: gnome-session

When a remote connection is closed while using an LTSP client or
something like FreeNX, the remote connection exit options include the
Hibernate button and when clicked, the server hibernates.  In other
words, a remote client connection is able to hibernate the server,
severing all connections to all users.
