[Bug 50047] Charger Applet Problem

This bug was discovered on a HP Compaq nx9110 laptop running Ubuntu 6.06
LTS with all current upgrades as of 6/16/06.  When the laptop is booted
with the battery charging, gnome-panel fails to work properly.
Restarting/reloading gdm fails to solve the problem.  When X is started,
Nautilus may or may not load properly (sometimes does, sometimes
doesn't).  The only interaction that can be performed with Gnome when
this occurs if it starts at all is to right click on the desktop and
switching between workspaces (though the change in workspace is not
reflected on the lower panel).  The only way to get gdm to start
properly is to reboot the laptop without the AC adapter plugged in.
Plugging the adapter in after gdm has started and been logged in to
successfully does not seem to cause this problem.
