Some progress... i think.

Added to the group shadow "cupsys", then restarted the cupsys daemon
413 Request Entity Too Large (in the localhost:631)
changed the permissions for cupsys in groups and users so it can configure printers, make  administration duties, use  scanner, and use serial devices... 
restarted cupsys
413 Request Entity Too Large
or... 
Problem Loading Page:The connection was reset
