it's configured in edit->preferences->audioscrobbler it then reports all
tracks you play to a website last.fm which generates statistics,
reccomendations and other things. Not reporting all tracks would be a
bug.

It was an external plug-in (rbscrobbler) at one point, maybe it's now
been added to rb core.
