[Bug 50761] disabling lock screen does not work

Public bug reported:

Binary package hint: gnome-panel

Setting the gconf value /apps/panel/global/disable_lock_screen to true
does not disable lock screen capability.

I think that the bug started to appear when Ubuntu switched to the new
Quit dialogue.
