[Bug 51366] Clock applet takes 60 seconds to update after changing timezone

Public bug reported:

Right-click on the GNOME clock applet, "Preferences" -> Change the
Timezone.  Applet still displays the old time until it is updated, if
the seconds updating is turned off, then it takes up to 60 seconds to
have the time updated.

Changing the timezone should force a refresh.
