[Bug 34403] Problems with "Add to Panel" dialog: ugly UI

Description:
There are a couple problems with the add to panel dialog.  When clicking
Character Pallete, Search for Files, Keyboard Indicator, or Run
application, the top part of the icon will be selected but not the
bottom.  Also, there are italics/bold problems.  When you mouseover
Shutdown, half of it will italicise.  Also, when mousing over
Dictionary, the "i" will become bold.  See more in the screenshot.
