It used to be like in your first screenshot with the old standard theme.
I'm still experiencing this problem with the standard theme.

I think the problems have the same root (icon being set after the
notification is created), the engines are different though so it's
causing a different problem.

I'll update my dapper to the latest version to see if anything changed
but I haven't see any notification related change so it's a bit strange
it's fixed on your side.
