[Bug 34718] total % cpu in processes doesn't equal the processor % use shown in panel

Description:
I'm running Folding at Home (FahCore_82.exe)

I'm showing 95-100% CPU usage in the sytem monitor display on my panel,
which is as it should be if its running.   However, in the processes tab
in the System Monitor window, the program's status is sleeping and the
CPU usage is showing 0%
