Description:
One very attractive feature of xchat-gnome and xchat-gtk+ is the ability
to do text and command replacement.

Yet, the version of xchat-gnome presently in Dapper has it disabled.
Xchat-gtk+ in Breezy has it active by default. thus this can be
considered a regression.
