[Bug 35122] "There's another panel running..." right after installation of Dapper Flight 5

Description:
When my installation of Dapper Flight CD 5 was finished and the system
booted to the desktop for the first time, the panel didn't start and the
following error message came up: "There's another panel running. New
panel won't be started." (my translation from Finnish). I had to do Ctrl
+ Alt + F1 to be able to restart.

The next boot was normal, but the problem repeated once next day. The
installation took place three days ago and so far there haven't been any
more incidents (I have booted the machine perhaps ten times after the
installation and upgraded at least twice a day).

I found a few bug reports about panel not starting, but none of them
seemed quite similar to this one.
