[Bug 19454] panel icon chooser browse doesnt allow selection

I see a lot of people getting confused by this, questions appear very
often in the support forums. While it's probably not possible to replace
it with a better dialog for Dapper, would it be possible to change the
title of that file selector (and possibly the button opening it) with
"Choose folder" or something similar? This would make it at least more
obvious how to use that dialog, and should probably be only a string
change, which are not yet frozen.

Just a band-aid of course, but better than nothing until an improved
method of choosing icons is ready.
