Right, changing the panel configuration is simple enough, nobody is
forced to stick to the default ;) Mark asked to have the applet
positionned to that corned so that's not likely to be changed now for
dapper, but that can be discussed if most of people think that's not a
good idea. My opinion is that's too much of a detail to argue for ages
about it and we didn't get a lot of bugs on the topic (yet)

To discuss that sort of things, there is a ubuntu-desktop list. The
ubuntu-devel list can also be used if you think that a good part of the
userbase agree with you and that should be something that should be
changed for dapper
