[Bug 36057] Keyboard layout selection does not work

Description:

Pref->Keyboard->Layouts layout selection does not work.

Tested: US International (both " old"  and current) and  Estonian, but
no change in keyboard behaviour.

Still, _sometimes_ (2 times from houndred or so) it will work until
reboot, but normally not.

Last updates are applied.

Btw, \etc\X11\xorg.conf is readonly, should it be?
