[Bug 36478] "Help Topics" are empty

Description:
I am running up-to-date Dapper with ubuntu-desktop and the like
installed. The system was dist-upgraded from Breezy.

When I go to Top Panel > System > Help > System Documentation, yelp
opens with Help Topics, but the page is empty.

This has been the case for me for at least a long time on Dapper (way
before the Flight CDs came out).  I can't remember if it was also the
case in Breezy.
