[Bug 36485] gtk.Window.present()

Description:
gtk.Window.present() does not work if raise_on_click is set false in gconf.  That is, it does not raise the window, although it does focus it.

The fact that the window manager option changes this behavior makes me
think it is a metacity bug rather than a gtk or pygtk bug.
